MEMORANDUM OF AGREEMENT made and entered the fourteenth day of February One thousand eight hundred and ninety Between The Honourable FRANCIS FLEMING, C.M.G. Colonial Secretary of the Colony of Hongkong and its dependencies for and on behalf of Her Majesty the Queen of the one part and FRANCIS ALFRED COOPER of Victoria in the Colony of Hongkong Sanitary Surveyor of the other part

WHEREAS the Government of Hongkong has agreed to appoint the said Francis Alfred Cooper to serve in the capacity of Resident Engineer for Water and Drainage Works about to be carried out in this Colony and the said Francis Alfred Cooper has agreed to accept such appointment for the period and on the terms hereinafter contained. NOW it is hereby mutually agreed by and between the parties hereto as follows:-

1. The said Francis Alfred Cooper shall faithfully fulfil and discharge all the duties of Resident Engineer in respect of the water and drainage works about to be carried out in Hongkong, and shall carry out the same under the advice of Mr. Osbert Chadwick C.E., C.M.G. of London Consulting Engineer; and will faithfully carry into effect the instructions of the said Osbert Chadwick.

2. The said Francis Alfred Cooper shall be responsible for the due execution of the said works and for all payments made in account thereof, and he will take charge of all stores, tools and plant, Officers and other appliance
